Attached is preliminary draft note
of the proceedings of the discussion on the 28th
July with Mr.Sloss and Mr.Howe. It needs
revision in certain respects but this can be done
at leisure and the important and urgent thing
is now to get off letters to the Foreign Office
and the Treasury for the purpose of enlisting
their support to a reply to the Governor expressing
His Majesty's Government's general approval of the
conclusions of the Committee. I submit draft
letters to Departments for this
this
purpose.

The preliminary draft note seems to
me substantially correct, and an adequate basis
for a despatch on the lines drafted by Mr. Gent,
which in fact seems to me as it stands most
satisfactory.
